Relative quantity illegal

An instruction or directive has an operand that refers to a memory address
in a way that can't be known at assembly time, and this is not allowed.
For example,

   SEGMENT data PUBLIC
   X DB 0 
     IF OFFSET X GT 127    ;not known at assembly time
