One non-null field allowed per union expansion

When initializing a union defined with the UNION directive, more than one
value was supplied. For example,

   UNION U
      DW   ? 
      DD   ? 
   ENDS 
   UINST U <1,2>  ;error, should be <?,2> or <1,?> 

A union can only be initialized to one value.
