Block Type - 1 NEW VOICE BLOCK.

This BLKTYPE indicates that this sub-block is a net set of voice data.
If uses different sampling rate or packing method.

First byte after the BLKLEN is the Sampling Rate CODE (SR). It
is definded as:

        SR = 256 - 1000000 / Sampling Rate.

Next byte is the Packing Format (PACK) of the voice data. It has
the value of:

        0 - 8    Bits unpack.
        1 - 4    Bits unpacked.
        2 - 2.5  Bits packed.
        3 - 2    Bits packed.
        4 - 1    - Channel Multi - DAC
        5 - 2    - Channel Multi - DAC
        6 - 3    - Channel Multi - DAC
        7 - 4    - Channel Multi - DAC
        8 - 5    - Channel Multi - DAC
        9 - 6    - Channel Multi - DAC
       10 - 7    - Channel Multi - DAC

The voice data length is calculated as follow:

        Voice data length = BLKLEN - 2
