   AX = 00B3h
   BX = palette or DAC register number
   CX = red color component
   DX = green component
   SI = blue component

Notes: the FGDRIVER functions are rearranged with each major release, but
     their parameters do not change (see #3145 at AX=0000h)
   The register number may be negative for Tandy, PCjr, and 200-line
     EGA graphics modes to specify an intense color
   This call has no effect in text, CGA graphics, and Hercules graphics
     modes
