Notes: the FGDRIVER functions are rearranged with each major release, but
     their parameters do not change (see #3145 at AX=0000h)
   When the low-level handler is enabled, "FG_GETKEY", "FG_INTKEY",
     "FG_WAITKEY", and all other functions calling DOS or BIOS keyboard
     services become unavailable
