   BL = API level minor version number
   BH = API level major version number

Return: AX = maximum API level (AH = major, AL = minor)

Notes: if the requested API level is greater than the version of DESQview, a
     "You need a newer version" error window is popped up
   the API level defaults to 1.00, and is inherited by child tasks
