mkdir(FILENAME,MODE)

             Creates the directory specified  by  FILENAME,  with
             permissions   specified  by  MODE  (as  modified  by
             umask).  If it succeeds it returns 1,  otherwise  it
             returns 0 and sets $! (errno).
