Blinking Off at startup
 Controls SETBLINK() attribute at startup

 This option controls whether the SETBLINK() attribute at startup is set to
 on or off.

 By default the SETBLINK() attribute is set to on, so any high intensity
 colours that are used will flash, rather than be displayed in high intensity
 colours.

 Toggle this option to On and high intensity colours will be displayed.
