Permanent Key/Menu Bar
 Toggles the display of the Key/Menu Bar
──────────────────────────────────────────────────────────────────────────────

 This item allows you to toggle the display of the Menu, top of screen, and
 the Quick Key bar, at the bottom of the screen.

 By default these items are off.

 Please be aware that you can easily loose either the menu or the key bar if
 they are obscured from view by a window.
