General purpose menu system

 Syntax

        H_Menu( aMenu , cTitle , lClear )

 Arguments:

      aMenu  - An array to be passed to the NANFORUM A_CHOICE routine
      cTitle - Title for screen
      lClear - If .T. output a standard box - Defaults to .T.

 Returns:

      The number of the option selected
      0 if no option selected

 Description:

      Optionally draws a blank screen box with the given title, and sets
      the key lines for the menu.
      Sets up the screen colours and calls A_CHOICE, returning the value
      returned by A_CHOICE.
