Output a blank screen with left and right headers

 Syntax

        H_Blank2Box( cLeft , cRight )

 Arguments:

      cLeft  - Text to appear on left of box
      cRight - Text to appear on right of box

 Returns:

      NIL

 Description:

      Outputs a standard double lined screen shell
      cLeft appears on the left of row 3
      cRight appears on the right of row 3

 Examples:

      Output a blank box showing the system name and a title :

          H_Blank2Box( H_Publics( P_CSYSTEMNAME ) , "Screen Title" )
