Initialise a bar screen

 Syntax

        H_BarInit( cTitle )

 Arguments:

      cTitle - Title for screen

 Returns:

      NIL

 Description:

      Calls H_Blank2Box() to output a blank screen with the system name
      and cTitle, and then draws a blank bar area.
