Report on users logged on to the system

 Syntax

        H_WhoIsLoggedOn()

 Arguments:

      None

 Returns:

      .T. if users are logged on
      .F. otherwise

 Description:

      Checks the table H_SEC for users who are logged on (excluding the
      current user) and TBrowses them
