Allow user to change password

 Syntax

        H_ChangePassword( nRow , nCol , cOldPwd , lAsk )

 Arguments:

      nRow      - Row at which to begin prompt string
      nCol      - Column at which to begin prompt string
      cOldPwd   - Current password
      lAsk      - If True we must ask for old password first

 Returns:

      The new password

 Description:

      A routine to allow the user to change their password.
      The user is prompted for their current password, and then for a new
      password.  If the new password is repeated correctly, it is returned.
