Checks to see if the selected printer is ready

 Syntax

        H_IsPrinter()

 Arguments:

      None

 Returns:

      .T. if printer is ready or redirected to a file

 Description:

      Checks the system variable P_CPRINTER.  If it is a file, .T. is
      returned., otherwise the selected device is checked and the status
      returned.
